ClusterID for ClusterSet identification

@lauralorenz I have a use case that does need this feature. It is part of the virtualcluster project hosted in Multi-tenancy WG and the CAPN (in the future). I am currently implementing a namespace scheduler which assigns the tenant namespaces to different super clusters. There is a syncer controller running in each super cluster that watches for the scheduling results in the tenant cluster(the results are stored in tenant namespace annotations with the cluster ID). If the cluster ID in the scheduling result matches the syncer's running cluster ID, the namespace will be synchronized to the cluster. I am currently using a configMap in the super cluster to store the manually set cluster ID of the cluster so that the scheduler and the syncer can find the same cluster identification. A formal CRD is preferable in this case.

Why can't we use kube-system UID as a clusterID?

You can, the proposal is for an API to store this information for common and easy retrieval by multicluster tooling; using kube-system namespace UUID is a valid option and is discussed in [1], but it is not prescribed as standard. Defining a cluster's clusterID as its kube-system ns UUID at bootstrap is not necessarily ideal for multicluster cases, for example, it does not address the case of creating a new cluster with the identity of another (like in the case of a blue-green upgrade). There was also some concern about the real uniqueness of kube-system ns UUIDs; previously kubernetes used UUIDv1 which depended on a MAC address which would produce higher collisions in contexts where the nodes' network is based on VPCs; while k8s has updated [2] to UUIDv4 which shouldn't have that weakness, it depends on the underlying random library and hasn't expressly been audited for the multicluster use case.
