Provide Cluster Level Allocation Graphs

What would you like to be added

The node level allocation graphs are extremely helpful for quickly determining the allocation of resources at the node level. It would also be valuable to see this information at a cluster level.

Why is this needed

Generally I'm more interested in the total utilization of resources at a cluster level not at a node level.

Obviously these graphs are no substitute for proper monitoring, but it would be helpful to be able to see resource allocation across the cluster at a glance.

Issues go stale after 90d of inactivity. Mark the issue as fresh with /remove-lifecycle stale. Stale issues rot after an additional 30d of inactivity and eventually close.
