Describe the issue

The goal of this issue is to document the context for creating the above GitHub Project Beta board for the Release Team Enhancements sub-project in order to transition from using a Google Spreadsheet (as is currently done so far) to a more GitHub friendly solution for tracking KEP/enhancements that are opted-in during a Kubernetes release cycle.

The above GitHub Project Beta board is part of the requirements for PoC work to enhance and partially automate the Enhancements/KEP tracking process carried out as part of the Kubernetes Release cycle.

The plans are as follows:

• As part of Release cycle 1.25, begin manually inputting KEP data into the GithHub Project Beta Board to match it with the Enhancements tracking spreadsheet.
• create prow plugins/jobs to automate the KEP opt-in process and data input into the board per the KEP issue meta/labels (as discussed in the GitHub Administration sub-project meeting of July 7, 2022 & on a similar tracking issue for Release Team Bug-triage board)
