update condition guidance to use metav1.Conditions
Conditions should follow the standard schema included in k8s.io/apimachinery/pkg/apis/meta/v1/types.go.
This updates the condition guidance to reference the existing type and includes a 1.23 snapshot of the schema.
This makes sense to me. Do you also want to reference the validation function to validate a list of conditions that people should use to work consistently?
