This is still a valid observation. ~It would however require us to spearhead changes to the LoadBalancer interface.~

It should be possible to do it by returning a RetryError instead of waiting for the LB state to be ACTIVE: https://github.com/kubernetes/cloud-provider/blob/22846b80826cf17bb0b1ad22a09c2df0c55257c9/api/retry_error.go#L23-L28
