[WIP] Issue 124 - Implement AWS GetLoadBalancerName, get name from annotations

What type of PR is this? /kind feature

What this PR does / why we need it: This implement the GetLoadBalancerName function. What it does, is implement to naming of AWS load-balancer as described here : https://github.com/kubernetes-sigs/aws-load-balancer-controller/blob/main/docs/guide/service/annotations.md#load-balancer-name

Which issue(s) this PR fixes: Fixes #124

Special notes for your reviewer: I test that the annotations name is valid against AWS rules ( less than 32 characters, only alphanumeric and hyphen (except first and last for hyphen). If the annotation is present and is not valid, I throw an error. I don't know if I should default the the current generation. Else, if no annotation, then I default as before.

Does this PR introduce a user-facing change?:

This change allows user to specify with annotation human readable name that will be displayed on AWS load-balancer page, when creating the associated Ingress.

Hi @Superbasil3. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
