Add support for security groups with NLB

What would you like to be added:

Five years ago, there was an issue https://github.com/kubernetes/cloud-provider-aws/issues/109 regarding the Load Balancer controller ignoring security groups for NLBs. The primary reason this issue remained unresolved was that AWS didn't support security groups for NLBs at that time.

However, two years ago AWS added security group support for NLBs. Could you please implement security group support for NLBs in the Load Balancer controller?
