Add logging to capture why workload clusters are not coming up

We are seeing occasional workload initialization issues: https://prow.k8s.io/view/gs/kubernetes-jenkins/logs/ci-kubernetes-e2e-capz-windows-1-28/1830898638843285504

We don't have enough logging to in place to identify the issue. Add some logging to get info from the management cluster.
