Add support for svMotion of CNS volumes in cnsctl tool

What happened: Add support for migrating(svMotion) CNS volumes from one datastore to another.
Issues go stale after 90d of inactivity.

We built a tooling called CNS Manager and it is available for use to the VMware customers to move volumes from one datastore to another. @tgelter you may want to use the CNS Manager tool.
We do not have plans to build the cnsctl tool that this issue is tracking, so I'm closing this issue.
