Fix typos throughout the repository

make verify-spelling didn't find these, but https://github.com/crate-ci/typos did. Sadly configuring typos to properly ignore some of the generated base64 stuff is tedious, so this PR does not attempt to replace the existing spellchecker script.

Most of the fixes are just internal, but 2 external things have changed:

• One Prometheus metric had a typo in it, ghcache_cache_parititions. I created a new metric with the fixed name, but kept the old one for backwards-compatibility.
• The validate-supplemental-prow-config-hirarchy check in checkconfig was renamed, but I made it so the old spelling is still accepted.
