What would you like to be added:

Sign any SBOMs attached to container images when promoting them.

Why is this needed:

Projects may attach SBOMs (software bills of materials) to their container images. When we promote a set of images, the promoter should ensure any sboms attached to images are signed too to ensure they can be verified downstream.

SBOMs attached via .sbom layers are now deprecated in sigstore in favor of signed attestations. This is no longer needed.
