Integrate cosign to verify container images for >= 1.24

What would you like to be added:

Consider verifying the signed container images for the following binaries in roles/download playbook:

Container Image Supported Architectures
k8s.gcr.io/kube-apiserver:v1.24.0 amd64, arm, arm64, ppc64le, s390x
k8s.gcr.io/kube-controller-manager:v1.24.0 amd64, arm, arm64, ppc64le, s390x
k8s.gcr.io/kube-proxy:v1.24.0 amd64, arm, arm64, ppc64le, s390x
k8s.gcr.io/kube-scheduler:v1.24.0 amd64, arm, arm64, ppc64le, s390x
k8s.gcr.io/conformance:v1.24.0 amd64, arm, arm64, ppc64le, s390x
  • verify image signatures
  • verify images for all control plane components

Why is this needed:

Kubernetes release artifacts are now signed using cosign and there is experimental support for verifying image signatures. Signing and verification of release artifacts is part of increasing software supply chain security for the Kubernetes release process. 1 So with @developer-guy we thought that we can implement verifying steps in playbooks for Kubernetes >= 1.24 installations.

Please note that this feature state is currently alpha.

IMHO, it must be enabled by default.

Contributions are welcomed but note that this being an alpha feature it may add extra maintenance burden until it stabilizes.
