[2.21]Add patches versions checksums (runc, containerd)

What type of PR is this?

/kind bug

What this PR does / why we need it: Use versions with GHSA-xr7r-f8xq-vfvv patched (containerd 1.7.13, runc 1.1.12)

Special notes for your reviewer: As we may use release-2.21, this patch is needed.

Does this PR introduce a user-facing change?:

Make containerd 1.7.13 default
Make runc 1.1.12 default

Hi @KubeKyrie. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

FYI, I think 2.21 is not supported anymore (!= 3 last releases) (but @yankay or @floryut might have more info on the support policy)
