Description of the Change

Add a proposal for the grafana dashboard plugin

Motivation of the Change

This is an enhanced proposal for the GSoC 2022 project.

The origin comes from https://github.com/kubernetes-sigs/kubebuilder/issues/2183.

The content of the proposal also gets much reference from

  • https://github.com/kubernetes-sigs/kubebuilder/issues/2183#issuecomment-1140387091
  • https://github.com/kubernetes-sigs/kubebuilder/issues/2183#issuecomment-1145175307

The project as well as the proposal are in the very early stage and so the plans/designs/implementation can/will be welcome to be discussed and flexibly adjusted.

Hi @Kavinjsir. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
