Create release guide for kube-scheduler-simulator

We want to create a guide for how to release scheduler simulator. the guide on scheduler-plugins: https://github.com/kubernetes-sigs/scheduler-plugins/blob/master/doc/release-guide.md

The Kubernetes project currently lacks enough contributors to adequately respond to all issues and PRs.

This bot triages issues and PRs according to the following rules:

  • After 90d of inactivity, lifecycle/stale is applied
