Run e2e/smoke tests against new VHDs before publishing them

Is your feature request related to a problem? Please describe. Currently, the Azure image publishing pipelines doesn't run any sort of validation to ensure the image is not broken.

Describe the solution you'd like We want to add a stage to the image publishing pipeline that runs a "smoke test" to ensure the underlying image can be used to provision a CAPZ cluster successfully.
