Unable to disable WinRM service and close open ports it uses

Is your feature request related to a problem? Please describe. WinRM might not be needed in the resulting VM image but there's no easy way to disable it. This leaves the service running and ports 5985, 5986 open, which is potentially a security risk.

Describe the solution you'd like Introduce a configurable switch to enable/disable WinRM service in VM images.

Describe alternatives you've considered A workaround requires overriding sysprep.ps1 script to disable WinRM service right before the image is generalized. Otherwise, disabling it earlier breaks the image building.

Additional context WinRM is used by packer internally and disabling it by ansible does not work.
