Document driver deployment in README

Consider adding more documentation about the driver deployment. Some points that might be useful

  • What to do to run to deploy, delete, upgrade/downgrade the deployment
  • Mention of Kustomize
  • High-level description of what's being deployed (maybe just a link to the k8s-csi design doc)

Issues go stale after 90d of inactivity. Mark the issue as fresh with /remove-lifecycle stale. Stale issues rot after an additional 30d of inactivity and eventually close.
