Controller unit tests should mock cloud provider better and check for expected calls

I've seen other test frameworks do things like cloud.EXPECT(function call(ARGS)), would be nice as an extra verification in unit tests.

Issues go stale after 90d of inactivity. Mark the issue as fresh with /remove-lifecycle stale. Stale issues rot after an additional 30d of inactivity and eventually close.
