cloudflare: bump library to v4

What would you like to be added:

Bump cloudflare dependency from v0 to v4

What is expected

  1. PR to bump coverage for cloudflare_regional to ~90%
  2. bump depdendency
  3. execute smoke tests and share results

Why is this needed:

v0 it is deprecated https://github.com/cloudflare/cloudflare-go/issues/4155

this version is clearly awaited. It's anoying to have christmas tree on external-dns due to this issue on various clusters. Thanks for your feedback on this
