external-dns v0.13.2 upsert AWS records for LoadBalancer type every minute

What happened: I have a handful of LoadBalancer type services created from a Strimzi cluster (Kafka) that are annotated for external-dns. It seems to be upserting the records every minute on the minute.

What you expected to happen: Upsert the records once and be done.

How to reproduce it (as minimally and precisely as possible): I don't know what the strimzi operator might have to do with this, it just creates the services. They all look pretty much like this:
