fix: Dockerfile CMD syntax

Original syntax will result in:

$ make image
docker build -t cluster-capacity .
Sending build context to Docker daemon  161.9MB
Step 1/6 : FROM golang:latest
...
Successfully built dae542bae31f
Successfully tagged cluster-capacity:latest

$ docker run --rm cluster-capacity:latest
docker: Error response from daemon: OCI runtime create failed: container_linux.go:380: starting container process caused: exec: "/bin/cluster-capacity --help": stat /bin/cluster-capacity --help: no such file or directory: unknown.

Hi @rophy. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
