E2E setup for GPU effort.

This issue focuses on brainstorming ideas to enable E2E testing for GPU specific use cases.
Where are we right now? The E2E infrastructure is currently running as VMC on AWS. For GPU-specific scenarios, the requirement is to run E2E tests on specific hardware with GPU. Adding such hardware to VMC is difficult. The problem requires a standalone infrastructure(dedicated vGPU and PCI based GPU hosts).
Requirements:
- A dedicated infrastructure(with vGPUs and PCI's) is set up downstream, i.e. behind VMware VPN or anything that solves the problem.
- A way to block PR if tests are triggered downstream.
- Set up periodic job, sanitizing the logs downstream and posting the results to testgrid.k8s.io.
Possible Solutions:
- Register a webhook on the CAPV repo, which sends a downstream request to a server running a Jenkins pipeline and posts the result back to the PR via a bot
Testing Scenarios:
- E2E test to create a GPU-enabled cluster with one control plane node and one worker node.
- Wait for a node to have a "nvidia.com/gpu" allocatable resource.
- E2E test to run a GPU-based calculation.
- Run a CUDA vector calculation job
