Enhance E2E tests to use image import

Describe the solution you'd like Currently, in the E2E tests, it is assumed that the boot image would be existing in the given service instance prior to running the job. Leverage using image import and remove the dependency on it

Import image will increase the e2e test duration by at least 20mins, hence decided not to cover this feature for now and required will reopen it later.
