CLI tool for admin purpose

Describe the solution you'd like CLI tool for the administration purpose like creating an IAM profiles(serviceID with bare minimal policies for controller to work)

The Kubernetes project currently lacks enough contributors to adequately respond to all issues and PRs.

I think it would be great if this proposed cli tool will have ability to create network, port with single command, Today we need to use ibmcloud cli to create network then pvsadm to creat port.
