Add more configuration options for AzureManagedControlPlane identity

Describe the solution you'd like It would be nice to have more configuration options when using AzureManagedControlPlane SystemAssigned identities, i.e. to assign roles. Right now we are doing that with Terraform azurerm_role_assignment but moving it to CAPZ would simplify our setup. Switch to UserAssigned identities would require additional step in cluster provisioning and it cannot be done with CAPZ as far as I know, so it doesn't help in our use case.
