Support Azure delete lock on cluster resource group

Describe the solution you'd like It may be desirable for a cluster operator to set an Azure delete/edit lock for the resource group that holds the cluster objects. This would prevent accidental deletion/modification of cluster resources. Likely most useful if the cluster spends a considerable part of its lifecycle in a steady state where the service principal is not actively making changes to cluster resources b/c the lock needs to be removed / readded when modifying resources.

Anything else you would like to add: The service principal could be granted the Microsoft.Authorization/locks/* permission to allow removing the lock before changes are made to any cluster resources, and then reapplying after the changes.
