`huawei-cloud-provider/loadbalancer-config` needs to be loaded automatically, instead of taking effect after restarting CCM

What would you like to be added:

After modifying huawei-cloud-provider/loadbalancer-config, the configuration should take effect immediately instead of restarting CCM.

Why is this needed:

To be more efficient and reduce errors.
