Manage multiple ingress controllers

Description

Ensure that ingress controllers only manage ingress groups that belong to that controller

This work removes some of the hardcoding of "alb" as a special ingress name, particularly for ingressClasses that have spec.controller set.

There is no impact at this stage on the shared node security group rules - this is the bare minimum as I see it to allow two ALB controllers to run without one of them removing the load balancer created by the other.

Hi @willthames. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
