[feature request] ensure no downtime when renaming or changing scheme

Hello!

This follows #1928

We are using v2.1.2 of the ingress controller together with the external-dns v0.7.6

We have a couple of pain points using your ingress controller when doing things that require destroying the current ALB. For instance:

• When changing the ingress name
• When changing the alb.ingress.kubernetes.io/scheme

Currently the first action is destroying the ALB and that causes a downtime for our application.

Maybe there are other scenarios where the aws api does not support modifying the ALB and a recreation would be needed but for us those 2 are crucial.

The expected behaviour for us would be:

1. creating the new ALB object in aws + ingress
2. external-dns will point the record to this new alb
3. once the new ALB object + ingress are okay the controller can delete the old ALB + ingress
