Bump Go version

What would you like to be added:

Bump the version of Go to something maintained in the

  • Dockerfile
  • go.mod
  • /.github/workflows workflows

Why is this needed:

Update for a maintained version of Go

The Kubernetes project currently lacks enough contributors to adequately respond to all issues and PRs.
