Add CI test to verify that generated files are up-to-date

Including generated proto files in proto/, generated mocks in proto/agent/mock/.

k/k has similar scripts for this purpose, e.g., verify-codegen.sh

Issues go stale after 90d of inactivity. Mark the issue as fresh with /remove-lifecycle stale. Stale issues rot after an additional 30d of inactivity and eventually close.
