Add a deny global unicast option to the agent

It would be nice to have an option on the agent to deny https://pkg.go.dev/net#IP.IsGlobalUnicast. A little trick as the agent is currently requested to send to an address which can be either IP or hostname.

Issues go stale after 90d of inactivity. Mark the issue as fresh with /remove-lifecycle stale. Stale issues rot after an additional 30d of inactivity and eventually close.
