Use an interface to construct Populator Pod Spec

What type of PR is this?

What this PR does / why we need it: Adds an interface to provide the library user the ability to construct a pod spec tailored for their workload. In issue #170 I've tried to described how this can be used to provide trusted CA certificates to containers using cluster trust bundles irrespective of the variant of linux container used.

Library users can provided their own Populator Pod Spec.
The existing PodConfig is still valid and is the default implementation.

Hi @nahwneeth. Thanks for your PR.

I'm waiting for a kubernetes-csi member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
