Clean up `pre-kubermatic-expose-strategy-e2e` and use common image build methods
Currently, pre-kubermatic-expose-strategy-e2e uses Makefiles for individual cmd/* builds to load into kind. This is out of sync with other e2e tests, e.g.: https://github.com/kubermatic/kubermatic/blob/cfe01717087780399346fd3d5f4a8e4307403473/hack/ci/setup-kubermatic-in-kind.sh#L101-L107
We should unify all e2e tests (primarily update pre-kubermatic-expose-strategy-e2e, I suppose) to use the same build methods for component images.
