Description of the feature you would like to add / User story

We should update Calico/Canal to v3.22.4 on the release/v1.4 branch once it's available. This patch release fixes an issue with IPVS on ARM64 clusters (see https://github.com/projectcalico/calico/issues/5717#issuecomment-1166677390).
