Add Civo Kubeflow distribution

Civo recently launched a public beta of a managed KubeFlow service: https://www.civo.com/machine-learning, so this can be added to the section of https://www.kubeflow.org/docs/started/installing-kubeflow/#packaged-distributions-of-kubeflow

For the version, I have taken it from https://www.civo.com/marketplace/kubeflow ie 1.6 @shivaylamba I hope that's the latest version in Civo cloud.

And @franciscojavierarceo, whom should I add as the code owner of the Civo platform? I saw other platform has their own code owners.
