Add pre-commit to CI

The quality and consistency of the markdown in this repo will be a lot better if we add pre-commit + https://github.com/jumanjihouse/pre-commit-hooks#markdownlint to this repo's CI. Happy to take a stab at implementation (+ contribution documentation for local pre-commit setup) if maintainers think it's a good idea.
