add `Frequently Asked Questions` page to `Getting Started`
We can help new users understand Kubeflow by adding a "Frequently Asked Questions" page under "Getting Started".
Initially, we can cover some very common searches and expand the list in the future:
- What is Kubeflow?
- Who owns Kubeflow?
- How can I contribute to Kubeflow?
- How do I deploy Kubeflow?
PS: this will probably help with Google Search result traffic as well
