1. Modify the developer_guide.md to add a section for quick local development and debugging of webhooks.

Why is this needed?

According to the current methods in the developer_guide, local development is very inconvenient, as every change requires updating and rebuilding the image to test. I will modify the documentation to provide a method for quick local debugging of webhooks.
