[feature] Upgrade Node version Node 20 LTS

~~Currently we use Node 14, which reached end of life in 2023. ~~

Upgrade to a more recent Node version, https://github.com/kubeflow/pipelines/blob/master/frontend/Dockerfile#L1

Edit: We are now on node 18, which will be EOL'd on 2025-04-30
