[UI] Fix Toolbar Item Alignment and Padding

Describe the bug A clear and concise description of what the bug is.

Toolbar items in the frontend UI are not properly aligned / need repositioning. Update padding and positioning for proper alignment.

The "Keyword" menu toggle component is missing a border which causes misalignment between the "Model Registry" icon. We should apply a border to the menu toggle component to fix the alignment between the leftmost items in the top and bottom toolbar.
