Model Catalog capability

Is your feature request related to a problem? Please describe. When a MR instance is deployed, it's "empty" and some MR-admin or Orgs may want to offer a quick way for MR-user to know which are the Company/Org "vetted" Models which can be used.

Describe the solution you'd like A capability to pull or showcase a collection of featured LLMs for further fine-tuning/alignment-tuning/etc or deployment. This capability should re-use as much as possible of the current logical-model, API, infrastructure, without requiring a separate flow, without requiring duplication of data mapping from UI and clients pov.
