kubeflow/kfctl repository has not been kept up-to-date with the latest Kubeflow version, and it is not being maintained since 2 years ago. We will archive this repo two weeks from now, please feel free to comment here if you have a different opinion.

@zijianjoy looks like no one has raised any issues, and it's been 3 weeks, so let's move forward with the archive.
