Add support for homebrew
As a mac user, I would like to be able to install kfctl as a command-line tool using homebrew.
Issue-Label Bot is automatically applying the labels:

Will it be possible to get a homebrew-tap repository under kubeflow?

I'm generally against creating more repositories under Kubeflow as it creates a burden on a small number of folks (see kubeflow/testing#737)
There were also previous attempts to create homebrew repos https://github.com/kubeflow/homebrew-core https://github.com/kubeflow/homebrew-cask
Is there a reason this needs to be created in the Kubeflow org?
If this necessary can the forthcoming deployment WG leads create a repo somewhere else so they can take on the burden of administering it? Maybe just create the GitHub org MLDeployments?
