[AWS] Setup KFP with managed mysql database and object storage

We reserved interfaces to handle this here. https://github.com/kubeflow/kfctl/blob/18d3ee861412ddd2b225ad6ac859a328faac89e7/pkg/kfconfig/awsplugin/types.go#L41-L54

Since we restart to use v3 manifest, in order to apply these values, we probably need to use some different manifest.

The goal is to accept S3 and RDS parameters and apply to KFP settings.
