configmapgenerator with files is broken

If an overlay's configmapgenerator specifies file inputs, those show up as env sources and also incomplete. This is the faulty code: https://github.com/kubeflow/kfctl/blob/master/pkg/kfapp/kustomize/kustomize.go#L641-L647
