NAS Experiment creation generates invalid Experiment YAML (missing numLayers)

What steps did you take and what happened:

• Create Experiment
• Choose Neural Architecture Search in Section 4: Search Algorithm
• Click Edit YAML link at the bottom of the page
• Observe spec.nasConfig.graphConfig - it has an invalid layers property
• If you sumbit this experiment it will fail to start with an error in the logs missing property numLayers

What did you expect to happen: Correct Experiment manifest to be generated. numLayers property should have been generated instead of layers

Environment:

• Katib version (check the Katib controller image version): v0.12.0
• Kubernetes version: (kubectl version): 1.21.1
• OS (uname -a): Linux 5.10.60.1-microsoft-standard-WSL2
