Resource leak for deployed jobs

/kind bug

What steps did you take and what happened: After the user-container finishes, istio-proxy is still up and the deployment (Job) still takes resources.

What did you expect to happen: The whole job should be torn down after usr-container finishes.

Environment:

  • Fairing version: HEAD
  • Kubeflow version: 0.6.2
