Create global deployment configuration options

Different config options might want to be set when submitting jobs to Kubeflow deployments in different locations (e.g. on-prem vs. GCP).
Having a global configuration flag that specifies the deployment location can allow additional customizations to be applied, e.g. secrets, volumes, labels, etc.
